Cyprus Sets Minimum Age for E-Scooter Use at 17 Years

New legislative amendments introduce stricter manufacturing standards and grant local authorities expanded enforcement powers.

New regulations governing the use of personal mobility devices have officially entered into force across Cyprus, establishing a strict minimum age limit of 17 years for operating e-scooters. According to an official police announcement, the two amending laws aim to modernise the legal framework and enhance road safety regarding the circulation of electric transport devices.

The new provisions, which modify the existing Law on the Regulation of the Circulation of Bicycles and Other Personal Mobility Devices, were published in the Official Gazette of the Republic on 22 April 2026. Prior to these amendments, the age threshold and operational boundaries for such devices were subject to fewer statutory restrictions.

Beyond the age restriction, the updated legislation comprehensively regulates the permitted areas of operation, ensuring clear boundaries between pedestrian zones and vehicular traffic. The law also defines specific manufacturing specifications and dictates the minimum suitability standards for safety equipment that users must utilize while operating the devices.

To ensure compliance, the statutory framework grants expanded powers to competent authorities, allowing police and municipal officers to detain and impound e-scooters in cases of traffic violations or non-compliance with technical standards. Furthermore, the legislation establishes a precise operating framework for commercial rental and distribution companies, which must now adhere to stricter monitoring guidelines.

The police statement underlined that these regulatory updates significantly extend the administrative jurisdiction of municipal and community councils. Local authorities are now fully empowered to manage, audit, and regulate the presence of personal mobility devices within their respective regional boundaries.
